The rumor that the price would go up once users got "hooked" is and always been fake news and fear mongering. In fact, the only changes from the original Photoshop CC in 2013 was that the price was lowered by 50% from $20/mo to $10/mo and they added Lightroom.

Sometimes there can be discounts from third parties like B&H.
There are can be advantages buying direct from Adobe through their website. Among them is a brief window (2 weeks?) where you can get a refund if you have any buyers remorse. You can also change plans if you made a mistake.

Consider PS the best lens you can buy. Is $10 or $12 a month worth a lens that would do all that Photoshop can do?

I remember gasoline at twelve cents a gallon, but that was sometime before 1947 (and most likely after 1945).
A local professional photographer recently informed me, and a few others, that he only remembers how to use about 10 to 15% of the capabilities of Photoshop without reviewing the procedure. He indicated that there is so much in the app that does not actually gets used regularly. At $120 a year and using only a fraction of the actions available, I'll stay with Photoshop Elements renewed about every four to six years when it is on sale for a discounted price of $60 to $70 for the stand alone program.
And here we go… Back and forth about the use of subscription based software.
GIVE IT A REST!!!

It is not how much of a program's capabilities you use that is important. It is a matter of whether your needs are fully addressed by the program. If you are OK with 8 bit processing, Elements will probably float your boat.
I haven't a clue as to how much of the capability of Photoshop I know how to use because the capabilities are SO extensive. Of course I don't use all of it. I suspect there are very few who will use all of it. But with a lot of capability, the program will be valuable to a wide range of people. From photographers to graphic designers and probably more.
So every five years (averaged) you save maybe $430. About $7.20/month. How many photos do you process in those five years? I used to take 20K/year but in retirement I'm probably down to 5K/year. I process maybe 20% of them, or 1K/year. So I would save around 8.5 cents/photo doing it your way. For that small amount I'm happy to use Photoshop.
