You compare apples and oranges. Presentation of an ID card is essential for the public health to ensure that medical records don't get messed up--that when you are examined they aren't mistakenly thinking you are someone else and looking at that person's records instead of your own. And the doctor or hospital is more accepting of various types of IDs than the voter suppression laws are.
