I expect that this might be a function of the JPEG compression. How large was the initial TIFF image? If it was very large and you had to compress a lot then this might be the cause. If so one way to possibly correct it is to resize the image down then do the JPEG compression. I have had issues trying to fit inside the 20Meg limit and had to tweak the amount of compression particularly on pano shots to get them within the limit.
