Even though not explicitly stated either way, I inferred that the OP meant currently in progress Olympics.
Maybe I inferred incorrectly...
I've abandoned the Olympics. The only name I know is Michelle Biles.
The way I read question..”who were” meant past olympians. Who “are” would infer present.
Jim Thorpe

That would be true about "are" and "were". But we all know how well communications are performed here.
(You mean "imply"? The listener does the inferring, the speaker does the implying.)
As I read a post it’s true that I listen to the implication of what is said and then try to make reason with the inferences.

But how do you know the implication is inferred correctly?
Sometimes you don’t, but there can be no confusion about any implications when “were” is used. Absolutely past tense without any doubt in this case. Also, misread was or miss answered as in some cases with regards to this post was the last word “olympian”. It asked for singular, but some responded with more than or plural. Again teams or multiple olympians was not implied at all only somehow inferred by the listener.

No confusion if asked:
"Who were your favorite Olympians ever?"
"Who were your favorite Olympians this year?"
"Who were your favorite Olympians past or present?"
"Who were your favorite Olympians in the current games?"
(Discounting the use of are/were)
And you know some people will not stop at naming one,
IF that's what was asked. But the title here has the plural.
Now, one can also infer that the favorites "were", as in no longer favorites. Who WERE your favorite...
Isn't the English language wonderful?
Without a doubt in my mind, "Eddie the Eagle" the winter olympic ski jumper.
