For me it’s the same as with any other photo, 85 to 90% in Lightroom and the rest in Photoshop. Major differences in processing UW images is the need to dramatically change white balance and the use of the dust and scratches filter if back scatter is an issue.

For my Olympus TG-5, I use PhotoScape X, which is very good free PP software. I almost always end up tweaking white balance, then use whatever adjustments are needed on a case-by-case basis, as with any above-water image.
