I used a handlebar bag for the very same use, but not for long. This may not apply to you, but.... I found it unacceptable because even tho not heavy, the camera affected the bike steering especially at slow speeds unless it’s weight is distributed evenly or centered on the stem and can’t move. A sling bag was eventually the solution that worked for me.

Too bad you couldn't find a bike rack to match your nice ride... like this:

Haha, That’s exactly what I ended up with for “heavier” and longer camping rides. As far as the camera is concerned, I decided that a Canon compact camera for bike trips was plenty.

I'll put in a good word about Peak Design. I use their Everyday Messenger bag to hold two cameras with lenses, and tons of other stuff like cables, spare batteries, etc in strong zipper pockets in the bag. The bag is very well engineered and tough as nails. Check it out:

How about a small messenger bag, maybe something like this:

attach a gopro (mine was/is a HERO5 Black) to your bike helmet, download the gopro remote control app to your phone, link them up, have FUN!
I used to bike and I HATED fumbling for the camera while some eagle, ray of sunlight, or UFO drifted out of sight.
It takes a little practice to learn how to point your head by looking at your cell phone, but it's was certainly worth the effort.

I would encourage you to look at the Hazard 4 bag. You can configure it as side or top loading. In you case I would do top loading and use the velco divider to put the camera right at the top. Lots of padding in case you bang it into something. Exterior compartments for batteries, cards etc.

I have no connection to the company but prefer tough and really like molle and it checked those boxes for me.

Thanks for that info, looking at this.
