I have been getting 1 - 2 day receipt. After doing some research I found that I am one of the people on a test program.

Well, part of the cause of the slow mail in the Post Master General ordered the elimination of a large number of high speed sorting machines that were capable of sorting up to 35,000 items per hour. All of this is being done by hand now and at some point overtime was not allowed either.
And not only were the sorting machines removed, they were also destroyed so they can not be re-installed at this time.
