A refurbished camera will never have very many actuations. They’re not cameras that people have owned long enough. Sometimes they’re cameras that were defective when initially bought and returned, repaired, sometimes they’re perfectly good cameras that were returned for some other reason. They can’t be sold as new so they’re checked out, made like new and sold as a refurb.
