Pioneer Square now has some interesting murals on the boarded up windows that might make for a good background. Haven't seen any evidence of the "city in disarray" even around CHOP.
Point Defiance Park in Tacoma. Beautiful gardens, duck pond, and a former transit station. 5400 N Pearl Street. A magical spot.

Try Shaffer Baille Mansion B&B on Capital Hill. It’s part of an area called Millionaire’s Row. I’ve stayed their several times. I’m sure you will also be able to get some ideas walking around the area.

Try the bubble gum wall near Pikes Market.
Some good suggestions above. I'd add Gas Works Park--lots of opportunities there, if you don't think it's too touristy. You might include the gum wall at Pike Place Market. The boarded up restaurants display a lot of quirky art, which I find interesting. Belltown has numerous old buildings (e.g., Lenora and 2nd).

We have been to Seattle a number of time BUT not now........the city government is a completely out of their minds......so.......If you really want some good shots.......go down to where the riots are....where the Dumb Ass Mayor and city council won't let the police do their job and has let the rioters take over a police station and 4 blocks of the city.....
