I actually do not know the answer. You might consider telling your logic.
! rabbit saw 9 elephants while going to the river. This states that one rabbit was going to the river. The rabbit saw nine elephants while going to the river. It does not state that the elephants themselves were going to the river
Each elephant saw three monkeys going to the river. (Were they the same three monkeys? Or did each elephant see three different monkeys? ( we don't know the answer to that, so we need to assume that the elephants were together and saw the same three monkeys.) so now we have a rabbit and three monkeys at the river. The tortoise's were being carried at one point, we don't know if they were going to the river or being dropped off along the way. So all we know is that one rabbit and three monkeys were actually going to the river.
