Most remotes have a thin rubber-like membra or warp just enough that normal pressure doesn't make contactne between the buttons and the circuit board (likely to keep the keys from damaging the board). Sometimes over longer usage the circuit board can bend or warp just enough that normal pressure isn't enough to create contact--usually happens with one or two keys. I nave fixed a couple such incidences by inserting paper or thin cardboard behind the circuit board to keep it closer to the keypad.

Maybe the sensor window on your Tivo is a bit dirty. So when the reflected signal hits it, it hits at slightly different angle and it works.

What in the world will you do if you have to send away for a new remote? Will you actually have to get up, and turn the power on yourself? OH, the agony!!! 🤣

i've seen same before. Not on Tivo, though. BTW, soldering is a specialty of mine. Have written much on the subject.
