I don't like the P setting. shutter or apeture priority and sometimes Manual and rarely (gasp) auto. But I do shoot in P by mistake when the dial changes itself.

P all the time -- except under very unusual circumstances. Has worked fine for me. Mine is an 80D, too.

Actually many call it that. Because some pros who do things that require lots of quick setting changes will set ISO, AF pattern etc and then put the camera on "P" so they can just change one thing quickly when working. Studio photographers and others have plenty of time for "M" or thinking about what settings they want.

In Tv mode I can set the shutter speed and camera sets aperture

In Av mode I can set aperture and the camera sets shutter speed

In M mode I can set both shutter speed and aperture

Now in P mode it is suppose to set both shutter speed and aperture.
But I can turn top dial and change aperture and the lower dial changes compensation + or -

I believe your Nikon D700 in P mode you can change shutter speed/aperture combination using Program shift.
You can change the exposure with the dial using easy exposure compensation feature.
