This is my first Canon camera and it is making me crazy. Does not act like I expect it to
or maybe I just do not understand this Canon.
In Tv mode I can set the shutter speed and camera sets aperture
In Av mode I can set aperture and the camera sets shutter speed
In M mode I can set both shutter speed and aperture
Now in P mode it is suppose to set both shutter speed and aperture.
But I can turn top dial and change aperture and the lower dial changes compensation + or -
Is this normal? From what I remember, my Nikon D700 controlled everything in P mode.

If you change one setting, the other has to change to compensate for the change as determined by the sensor.
See page 190 of your (english) instruction manual, specifically program shift.
If shooting in AUTO ISO, that might be allowing the camera to make adjustments to the ISO undoing your efforts for Aperture and Shutterspeed.

Program Shift is a new one for me. My old D700 allegedly had a Program Flex mode which I never used.
Thanks for the info, thought my camera was malfunctioning.
I am finding Canon has things Nikon doesn't and things Nikon has act differently on a Canon.
Time to READ the manual ...........

Functioning as designed, all normal.
Yes the difference between P and A(utomatic) is that though the processor sets things at first in P you can make changes and the processor then changes the others to keep the exposure. In full Auto you don't make changes.

I think of p as auto but I do have some say in things. The thinking man's auto perhaps. For when I might really want a wide aperture and otherwise lazy. Play and learn. I've got a50d would like to trade up but can't justify. Cheers.

No it seems normal to me, just have to get used to it, but it will change another option for compensation to what you did.
Being a Canon shooter it sounds normal to me.

When in doubt read the manual..... but only as an absolute last resort!
Read the book and listen to CHG CANON

The P mode or Program AE will set the shutter and aperture automatically(like the A mode), but you can change the shutter and aperture with the top dial keeping the same ratio of light hitting the sensor(can't in the A mode) Using the back dial set the exposure compensation. So, yes, your camera is working properly in the P mode.

The P mode you can still change aperture and shutter. Or leave it alone and the camera will choose the shutter and aperture it thinks best.
This allows instant adjustment if you want a smaller aperture or faster shutter than what the camera automatically decided. Very cool feature.

When in P mode, turning the top (Main) dial doesn't just change aperture. It changes to different speed/aperture COMBINATIONS that give equivalent exposure. So you can still choose a preferred aperture or shutter speed for depth-of-field control or motion-stopping as you desire and the camera maintains correct exposure.
P or program mode is the old EV System
change the aperture and the shutter speed adjusts to give the same EV value.
You need to set the ISO to a fixed value
