Don't call Adobe, go to Adobe on your computer and open up a chat with them. It's easy to understand writing.

But to tell you the truth, it's easy to fix this yourself. Someone already told you how but not in enough detail. Go to one of the computers that has/had PSE15 on it. If it still has it on there, then open it, go to the Help menu item, and look at each thing on the list. One of the will be to Un-Register it on that computer. That computer needs to be connected to the internet so that Adobe will see that you've done this. Once done, you can install on a new computer. If you have uninstalled it from the other computers, you may have a problem that only Adobe can fix. But a chat with them should solve the problem once you tell them everything.

You don't just delete the app, you go to your Adobe Account and "un-register" the computer's copy.

Absolutely correct!

I bought Adobe PS 15 several years ago. I've been trying to put it on my Mac, and when I get to put in my serial # it tells me I have it on 3 computers now and must delete it from one to proceed, I have done this but it will not take the serial# So I phoned Adobe and get someone in India , that I can hardly understand and I do not know what they are trying to tell me to do. I have tried 3 times and end up no where, or the line dies.
Any suggestions out there?

That's because they don't make enough money to pay someone living in the USA. Anyway your best solution is to buy a copy of Affinity Photo.

I don't mind someone taking control of my computer, I will not have it done from India, I did that on another problem and got fleeced.

That probably wouldn't work because they would have to take control of one of the other computers to unregister that version of PSE. Sounds like you may have already deleted the PSE off of at least one of them...

I’ve tried their help desk twice and been incredibly impressed by their knowledge and guidance. Perhaps you got the “wrong” person or perhaps I just got lucky !!

Thank the customer service worker. Then ask to speak to a supervisor. Magically, a representative who speaks good English and seems more intelligent will come on the line to help you.

I decline to beat up on the service workers. They are filling a job in a third-world nation where jobs may prove scarce. The companies that hire these workers do so to cut costs associated with labor. Competition under capitalism produces this result.

If you're a 2 fingers typist, chat might not be the best choice, but otherwise it does get around accents. Just got off a chat session with Witopia when my install of their newest VPN went South (my error). Great service and support. Have no idea where the rep was, but his written English was perfect.

I've done this before. Adobe allows two computers to use its software under one license. If you want to add a third computer, then you have to deactivate the software on one of the other computers. Really, it's that simple.

You can leave the deactivated software on the computer. You do not have to uninstall it or unregister it. You just cannot use it while the software is activated on two other computers.

Simply tell the individual that you’re sorry but you are unable to understand him/her and that you would like to speak with someone in America and to transfer you. Works every time.

Seriously not UHH helpful. This person turned to us for help with a very specific problem. The least we can do is treat him and his problem with respect.

Also we can be a bit more sensitive about telling people to spend more money. If he is using an old version of a product and wants (or perhaps needs) to continue using it, let's respect that and don't flippantly give him a directive to throw money at your favorite alternate product. OK?
