That is actually a very long bench. So that in proportion it looks low.
The apron is made from two end to end boards so I would estimate
at least 10 feet long.
Abo is right. That bench hasn't actually been worked on in a long time.
Just used as a catchall shelf.
A Work Bench was meant to hold an item to be worked on. Like a Carpenter
or cabinetmaker planing or otherwise shaping a piece of wood.
Or a mechanic/metalworker holding something in the vise while filing etc.

From on old builders point of view looking at the bench itself and the plank on the face of the bench, I would say 30” is about right. The facing appears to be a 1 X 12 and the vertical boards to the right appear to be 1 X 6’s. Using those references I would guess at 30” plus or minus a couple more.

I think the vise is meant for holding hand saws while they are filed back to sharpness.

I think you're correct on the height estimate, but I think all those horizontals are 2x lumber. Definitely an ad hoc bench...
