I took advantage of the sale. When I got it & tried it out, I found the previous versions were more to my liking, so I think I'll return it (I have 30 days).
Does anyone else feel the same?
I'm surprised you can return software.

Some software checks the mother ship for license validity.
Easy for the manufacturer to turn it off (not allow it to run).

Can you be more specific?

More specific... I have been using Photoshop Elements 11 and I find it has more options than the new one.

In your screenprints you're showing the expert mode tools in one, and the quick edit tools in the other. Apples and oranges
For anyone interested, this link has feature comparisons of 15, 2018, 2019, 2020:

You are right. Here's the "expert" version.
Maybe I'm doing something wrong.
All Adobe products, including Photoshop Elements, have a free trial. (30 days, I think.) It is the full version. If you then buy the serial number for that free trial, it becomes an operational version. If you buy that serial number from Adobe directly, there is a no questions asked return period. (14 days, I think.) If you buy it from a retailer, there may not be a refund period. It is up to the retailer.
The normal price for a serial number is $100. The annual, every year at this time, sale is for $60. This may be the last day for the sale, I'm not sure.
Two different selections are highlighted in the last set of images.
Could that have a bearing on what is displayed at the bottom of the view?
Rectangular marquee in the first and some enhance object in the second.

The difference in the view is because the second has "photo bin" selected and the first has "tool options" selected. See the very bottom row. The tool options are specific to whichever tool is selected. The photo bin would show thumbnails of all opened photos in that session.

Would the concerns of the person who presented the question be founded?I am still in the tutorial stages of understanding Lightroom.

I regretted paying for ver. 13 when I'd only had 12 for a couple of years because I didn't find anything new that I personally needed. I was replacing a computer at that time and figured might as well go fresh with newest PSE even though I could have easily installed #12 from download license (you can place on two machines). Then I did need to jump to 2018 in order to have my newly purchased camera's raw files recognized by Adobe Camera Raw because PSE had stopped supporting (updating) ver 13.
You do not
have to buy new each year, and as the OP mentioned, version 11 is still working fine. If your question means you're considering a switch to Elements, take advantage of the 30-day trial to see if you like it better than LR.
I happily use PSE-10 most every day on multiple Win10 machines.

Lightroom seems to be the "cats meow? I will think about PSE.
The subscription plan is not a problem.
Thank You.
