The 16-300 is sufficient for La Jolla, and most likely other areas too. The Sea Lions like to hang out on buoys at various locations in San Diego Bay, quite a few around the convention center, Sea Port Village, and piers.

if you are at La Jolla cove shooting seals you can use any lens you have but I would sugest something in the range of 70 to 105 because you can get pretty close to the seals in some cause even a 50 would be fine.
