I need a 600mm for birds....wondering if a teleconverter is a cheaper answer.
Nikon D7500 with Nikkor 28/300 lens
A doubler will not work on that lens. Go to the Nikon website and do a check of the lenses that are compatible with teleconverters. You'll find that most zooms with a variable aperture will NOT work with them. Usually only the more expensive zooms and primes that are fast, f/2.8 and some f/4 lens, will work.
I'd consider a 150/600 refurb. I shoot with a Tamron 150/600 and love it.
28-300 is a bit soft at 300mm anyway so not really suitable ( I got 2 for wedding photos)

Actually a Kenko 1.4 teleconverter will work with that lens but you are going to lose a lot of sharpness and most likely will not like your photos. Like Bultaco mentioned look for either the Tamron or Sigma 150-600 by the time you spend, well its about 300 in Canada for the teleconverter and brand new I can pick up those other two lenses for between 1000 and 1300 it would be 300 wasted that could be put towards the 150-600. I tried a friends Kenko before I bought and I would not have been happy with the results so just saving my pennies and in the mean time practicing getting closer with the shorter lense.

The 28-300 is not compatible with a Nikon TC.
Any other TC would be a mistake with the 28-300.
I have the Nikkor 28-300 and as others have recommended, it does not work with a Nikon teleconverter and doesn't play well with Kenko or Sigma teleconverters. You can probably find a good used Sigma 150-600 Contemporary for what the Nikkor 28-300 cost new.
The only real "cost conscious" options are the two Tamron 150-600mm, 2 Sigma 150-600mm, Sigma 60-600mm, or Nikon 200-500mm. I have used a 1.4x teleconverter with my Nikon 200-500mm f/5.6, but you are now at f/8 so AF is slower and IQ is degraded. All of the fast primes are very expensive. The option I have been looking at is the Sigma 500mm f/4 ($6k new) with a 1.4x teleconverter, but teleconverters always reduce IQ. I have also been looking for a Nikon 600mm f/4 used. I have seen a couple around $6k. Good luck!
you could call adorama and ask what tc works with your lens. it will be manual focus, can you live with that?
when all else fails, go to the top of this page and click on search, type in tc's and see wht you get.

No.
The cheapest way to get to 600 is to get a Tamron 150-600 G2. The 28-300 is not sharp enough at 300mm, and adding a 2X TC will give you no AF, a very dark viewfinder at F11, and pretty crappy image quality. The Tamron will work beautifully.
As you have already been told it is not an option for that lens.
The thing about birding is that for most of us you tend to want bigger and better so you can get those really crisp images, best to forget about TC's and look for a good zoom lens, if your budget is not of concern then a long prime is the best solution but they tend to get a bit pricey.

A Nikon 1.4 runs about $400.00. The Nikon 200-500 is on sale for about $1200.00.
No teleconverter made improves image quality.
A good quality prime will put a better image on a piece of paper than even that same prime used with a TC - just have to crop closer. This experiment was done when taking photos of objects that were 500 hundred or so feet away from the camera.

I use a Kenko Pro 1.4 with that lens on my D750. No complaints about the results. Yes, it would be cheaper: $12,200 vs $135.

I have a friend who uses the Nikon 28-300mm on a crop sensor D7100. He should get the same FOV that you get on your D7500, 450mm. Despite that, the lens is still a 28-300mm. My friend loves his 28-300mm lens. There are some on this forum that gives that lens a bad review. It is not a premier lens, but good enough. I own the Nikon 70-300mm. Not a premier lens, but good enough. The D7500 is a very good crop sensor camera. Same sensor as the D500. If, you need more than a focal range of 300mm, save your money for the Nikon 200-500mm. Which has been mentioned already.
