Arms were/are weapons back then as they are today.
Did the founding fathers have the ability to do a c section? Abortion?

Yes they did.

Abortion has been around just about forever.

C-sections almost as long. Shakespeare used it in Macbeth. It was rare in the middle ages and likely most mothers did not survive.

The first reported succesful c-section in America was documented in 1794.

So yes, the founders had knowledge of the procedures and society at the time had limited abilities to perform both.
