It could if it would mount on a Canon FF DSLR, but it will not mount... The mirror can hit it...

That's it in a nutshell. There may be a lens or two that are exceptions, but, Canon full frame DSLR's do not have the internal space necessary to accommodate the rearward protrusion of Canon's EF-s lenses. The lens will hit the camera's internal structure before the two halves of the mount even touch. If you remove the protruding part of the lens, as some have done, it will mount. For myself, I don't see the value in that. I would rather just buy a ff lens and not have to deal with the issues of an EF-s lens on a ff body.
Canon's new R series mirrorless have an adapter that allows the use of all EF and EF-s lenses. I use my EF lenses on my R with excellent results. If anything, they work better on the R. If an EF-s lens is mounted the camera switches the sensor to APS-C coverage with something like 12mp. Useful if you have an EF-s lens you want to keep or can't afford to replace.
