I don't know about Irfranview. The Photo CD did come with the viewer software but it won't run on modern OS, not even Windows XP. Since I started the thread I have reinstalled CS2 on my Windows XP machine and was able to open the files and save them as TIFF. Now I have the TIFF to edit in PS CC.
Thanks for all the replies. Problem has been solved.

Not sure if this is what you want: https://www.lifewire.com/pcd-file-2622171
However, I had some photo CD's that used the Kodak program that was included on the disc but the actual photo files were JPGs. I had them because I was having my film developed and put on CD in anticipation of getting a computer.

Do they require a Kodak .PCD viewer? Did you used to have a .PCD viewer?
Can they be imported into an editor and saved as JPEG?
(I never saw/used .PCD files.)

In the past I used to get the kodak discs and transfer the files to the computer and use Photoshop Elements to process the photos and save them as JPGS. I still can use my old Kodak disks and I have Windows 10. I still use Photoshop Elements 15 to process the files on the discs. I then now save them as BMP.

On a Mac, Graphic Converter X can open and convert your PCD files to about 80 different formats.

The Photo CD format *.PCD was a Kodak format and one file contain the same image of several resolutions. For the 35mm film the max res was 2048x3072. For medium format it's larger.
Today if you have your film developed the images on the CD are JPEG and although it came with the Kodak software to view the JPEG it's not the same program for the Photo CD.
