Give that documentary I linked on page one a try. It shows the real 'homeless' problem and is applicable to all major cities. It also shows an incredibly effective answer the State of Rhode Island has adopted. What's sad about it is that everyone knows the truth, even Seattle's leadership, but they refuse to acknowledged the truth
