Who would have thought? Homeless people - people who have no resources and many of whom are mentally ill - suffer diseases due to living in often crowded skid-row settings? If anyone wants to assign "blame" I guess it could be spread pretty thin....

Back in the early 80's, SCOTUS ruled that the mentally ill could not be held in institutions against their will unless they were dangerous and had those that weren't were to be released.
Reagan then said that he would fund outpatient and residential facilities in the communities to support and treat these people.
Reagan never fulfilled that promise and no President since has ever addressed it.
So, here we are today.
