Are you asking the camera to go beyond the capability of the lens? Are you trying to go beyond the limits of the cameras ability to properly expose the shot?

NIKON D 90 p prolgram in this mode the camera chooses the f/stop and shutter speed .IF you want different aperture and shutter speeds rotate the rear command dial whitch selects altermate f.stops and shutter speeds whitch gives you the same exposure .so you can change thing in the program!! you to can deside the shutter speed and f.stops in this mode not just the camera as you said JR1 ALL this crap cause people will not take the time to read this right so so sad all i wanted was some advice when i turn the command dial nothing moves

Up and down? The command dial doesn't go up and down. You are using the wrong dial I think, the command dial is the one at the back at the top that goes left and right, NOT the 4 way controller thing

With the setting at "P" you should be able to change the f-stop (shutter speed will automatically change in relation to f-stop)
Use the command dial ("wheel") on the top back side(right)

Excuse me? You said "UP AND DOWN". The command dial does not go up and down. Perhaps you were drunk when you wrote that

I don't use P mode, never have, never will, but may suggest taking to youtube or google for your answers. You seem a little angry at the moment and might need a little breather.
