I'm sorry you are incorrect. Flickr does NOT claim ownership of images posted on their site and users do NOT give up their rights to their photos.

which means they can use your images to promote Flickr for free (a trade-off for using the free service) but can not sell them or claim copyright.
Have you looked at the TOS for this site? It's not as clearly written.
