Terry's rendition is my favorite. Excellent removal of burnishing and glare. I like the sepia tone (authentic) but I messed with it anyway. Take your pick, download, print, and frame it! Great old image!
There is some new (at least to me) AI detailing/enhancement software that might be able to make this look better in the out-of-focus corner. One that is gaining in popularity is "Magnific" https://magnific.ai/ I haven't tried it as I find all these AI generators to be too complicated, and most need paid subscriptions, (this one is very expensive) so I just fixed the color and took out some of the spots. I can't sharpen any more than this without making it look worse. It's a great old photo, though, so I would continue your efforts to get a good copy.

Problem is texture on paper plus a curl. Scanning may help, if you can get your hands on it may be multiple shots at different light angles. Have some on textured paper even with flat bed scanner pattern persists, may be use descreening on scan?

I got this photo of my grandfather, sitting on right, taken in Mexico where he grew up. My cousin didn't do too well copying it. For those who have developed amazing skills with PS is there a way to remove the reflection of light in the bottom corner? I tried with PSE but I can't fix it. PS the revolver he is holding I got from my father. Thx
