I'll take a guess and say they are to just keep the sailboat upright in this type of low tide.

Had to come find this image, looks good. I like how the sailboats have two keels. This keeps them upright because of the large tides. Here in the USA twin keels are a lot harder to find.
Beautiful shot. The colors pop and the center almost looks dream like with that very soft looking blur.

Do not sail better but shine in tidal waters as pictured. With one keel it would be lying on its side.
