400 million, if that is accurate, is not really that scary of a number. Most of the people I know that own guns, own quite a few. That means that the proliferation is not as widespread as you think. I'm not a big shooter, but I just counted and I own a dozen guns: four handguns, six rifles, and two shotguns. As far as I know, the government knows about all of them.

At one time I had several 38 revolvers that I inherited, but they were not safe for modern ammunition and not cherished antiques so I sold them to the local PD on a buy back day. That's mostly what the police force gets when they do this, but getting guns off the street that shouldn't be shot at all is probably a good thing.

Most people don't want to be bothered with jumping through the hoops to get a concealed carry permit, so they leave their guns locked in their car or home. Also, many guns out there are not really that great for defense, four of my rifles and one of my handguns are 22 caliber. I guess the point I'm trying to make is the odds today of a good guy with a gun being in a position to take action on a mass shooter are probably pretty low. The government could make it easier. My state is considering legislation allowing concealed carry without a permit. That would go a long way to tipping the odds a bit more in favor of the good guys.
