Both are acceptable and make nice images!!
However the white on the boats is slightly over exposed.IMO

Both are nice files. If I were you I would remove the vignette in the b&w image.

Definitely, color. The monochrome is too dark and moody. Usually, a vignette is good because it focuses the eye on the subject, but here it overpowers the image.

As much as I enjoy B&W photos, the color contrast in this one makes it outstanding.

Edit: I did find what looks like the red building in Rockport, MA - Look at Motif #1 on the satellite view of the harbor map.
