The USSR contained Russia...and numerous other states...that are now independent sovereign nations like Russia.

Putin is trying to rebuild the USSR...first Crimea, then Ukraine, next maybe the Baltic states, then maybe Georgia, maybe Armenia, maybe Azerbaijan, maybe Belarussia, Tajikistan, Turkmenistan, Uzbekistan, etc, etc.

Many current independent countries made up the USSR...not just Russia.
