Even The Man From Mars had limits. And there are limits to the mighty VR. It would be good to understand those limits, to VR, prior to returning the lens.

I have never had an issue with my VR on the Nikon 24-120 f4 lens. I am slightly confused by your comments, you say, "The lens is tack sharp edge to edge" and then go on to state "however, the VR is not as stable as my other Nikkor VR lenses". How can the VR be bad and yet get tack sharp images edge to edge?

There were two versions of this lens. I did not like the first version, but found the second to me more acceptable. Is it possible that you have the original and not the new version?

Please indicate which lens mount, F or Z.
The Z mount does not have VR. Other than the Z30 & Z50, the other Z cameras have internal VR called IBIS. This is why you don't see the image snap as with lenses that have their own VR.

I'm able to hand hold the camera well enough to get sharp images down to a given shutter speed but I can definitely see the difference in the VR at 24mm and at 120mm. You can look at the focus point in the view finder and see that at 120mm the VR is not holding as steady as at 24mm.

This is an F mount lens for a Nikon D4s and D850.
Have you tried it on a tripod? It could be hand shake.
AT, Yes – I have had similar issues and like you have had to go to bat twice. Just a few months back, I purchased a refurbished 24-120 from one of the top two photography retailers my first used lens. The lens arrived, looked brand new but noticed a grinding sound during AF. The focus was slightly off. I then set up a quick model shoot (aka wife) and tried it at various focal lengths. Keeping her in the same position, I then used my 2.8 (24-70 & 70-200) set at comparable lengths and f\stops. Not a fair comparison, but it was clear the 24-120 was not in the ballpark on the D850. The lens was boxed and returned all within the same hour of its arrival. Last month, Nikon had its annual refurbished sale. The 24-120, looked brand new and is working great. I do a lot of people\event shots and it is perfect. I would have spent more if they had a 2.8 model but understand why they do not. Hope this helps.
