How does one fix "blurry, out of focus" shots in Photoshop or any other photo editor for that matter?
If your photos are not good enough, get better at using the <Delete> key.

Actually, Topaz Sharpen does a tolerably good job of "fixing" slightly blurry/out of focus images. It can't turn them into normally sharp images but it can save, to some degree, a really bad shot, especially if it is the only version of something important.
Some are SOOC purists, some are not. To each his own. Thr end result is what’s important, not so much how you got there.
A professional photographer is a person who makes a living off of photography, even if you use Photoshop. Everybody else is a photographer, no matter how good or bad you are.
"You can't make chicken soup out of chicken poop!" There is only so much that any post-processing one can do to make a marginally good photo better. Modern digital cameras are essentially microprocessors. Even when operated in the "Manual Mode", the camera makes decisions on what it will do to produce the output of the analog signal that it converts to a digital signal. It cannot be directly compared to that using a film camera where all that we have control over is the choice of film, shutter, focus, and aperture. Yes, the art of developing film can be equated to the functions of the digital camera microprocessors in creating the final image.
