Yes, they were mind. I shipped them out not realizing it was an elaborate fake PayPal transaction.

I shipped them out not realizing it was an elaborate fake PayPal transaction in the amount of $3,185 which included USPS EXPRESS next day delivery, and extra insurance.

Tom, I'm a bit confused. I've purchased things using Paypal in the past. It's rather simple. Paypal gets money from me, puts the money into the seller's account, and then the seller ships me the product.
Where did this chain of events fail in your case? I'm not trying to give you a difficult time. I'm hoping for some complete information and process steps in order to assist others in not getting scammed, as well.
The address you provided seems to go to a building in which there are a lot of shipping offices.

They cannot help me as it was a transaction outside of PayPal as I sent a PayPal request to the buyer which went into a pending mode, thus making this not genuine.
I filed a police report to NYPD (Precient 113) in Springfield Gardens via email a week ago and not have heard back from them.

My PayPal account showed it as a pending payment. I then got a series of fake PayPal emails telling me I had to upgrade my account to a business account which they wanted an additional $850 to do this to release my original pending payment.

That is not very specific. How did this transaction take place? Who initiated it, and how? Did you have the cameras listed for sale somewhere? PayPal has safeguards, Is this the first time you've done a PayPal transaction?

So, the request for payment was sent to the buyer and this request went unanswered. So, Paypal, sort of, canceled the transaction? Is that correct?
If so, why did you send the cameras prior to being paid?
It would seem the police could simply stop by the address and make an inquiry. I found the building and the names of several shipping companies located within.

Alas, the error was the seller, and nothing to do with PayPal. A spoofed email was sent. Instead of reviewing the confirmation of funds in their actual PayPal account, the seller accepted the spoofed email instead and shipped.
