A few relevant facts.
85% of the worlds oil supply is controlled by governments...not the private sector.
The average NET profit for a corp like Exxon is around 8%. Billion risked for around 8%.
To put that into perspective...Apple's NET is around 22%.
It's the governments.

Last fall in Iceland before all the issues in the Ukraine it was nearly $10 a gallon. I shudder to think what it might be now.
