Flickr and Smugmug allow you to put related photos in an album. Not sure if this is what you mean? So for example, you can group photos in one album from a particular trip, etc.
Not only does Smugmug allow you to place photos into albums (which you can order bound into book form) but also galleries, folders and web pages. Smugmug is adding a lot of new features, including RAW storage and editing, photo recovery (undeleting photos), purchasable products from Bay Photo and White House Custom Colour, and more.
In the Organizer interface, your site appears in an expandable form on the left, and you can operate on photos on the right.
