Since ALL-CAPS seems much harder for most people to read, why would a person use that form to attempt to impart useful or relevant information?
Most people see an ALL-CAPS rant and ignore or erase it.

I didn't know the significance of 'ALL Caps' till it was pointed out in reference to someone's post. When I was in the RAF, and sending / receiving Morse Code messages, the encrypted (Secret) messages were all upper case. Only 'Plain Language' text messages, used upper and lower case letters. Cannot tell you any more than that. I signed the 'Official-Secrets- Act 1957. Think it is still active/relevant.

When I print on paper I use all upper case...
(Just don't read my notes...)

OF COURSE, regular old HTML. I used it from 1998 until 2010 when I stopped making website. I should have thought of that. Now I KNOW I am old!

But only UHH supported HTML works here, not all HTML.
