Looks to me that your focus was not on the bird's eye. I think focusing on the eye will get the results you want.

I think the bird's eye looks soft b/c there is no light reflection, aka "twinkle" in it, so it appears bland. Maybe it was shot on an overcast day?

Looking at the whole image it is all rather noisy to me but it all seems to be in focus for the most part. Camera used and settings on the image would be very helpful to determine the rest. If I were to guess your ISO was set very high and noise is the culprit for lack of sharpness.
