For lightweight and totally waterproof, it’s hard to beat LL Bean.

Go to West Marine. Boaters have a ton of weather/waterproof clothing.

I also have this jacket. Got if free from a vendor. It has been excellent. It is rain and wind proof. Lightweight, packable, and has pretty large pockets.
Went through the process a few months ago. Seems like nothing is water PROOF unless it is sweaty. Bought a Columbia Watertight II. Is light weight and breathes. Sealed seams,zippered, hooded, draw strings, velcro closures. Is definitely water PROOF. was $51 on Amazon.
I'm. Helly Hanson believer also. May not be the most stylish but for pure waterproof gear and longevity they are tough. I started wearing them on a commercial fishing boat 45 tears ago. Still use them today. Different types but still the best and super functional.
My fellow Scout leaders like Frog Toggs in the ultra-light version for $30-40. It is a jacket and pant. They are not built to last forever, but are compact, lightweight, and come with a stuff sack. Easy to have with you when you need them. I have seen them at our local Meijer stores in Ohio, but should be able to find in a sporting goods store or on line.

I second Helly Hansen. L.L. Bean goretex. I've gphad one for decades and it still does the job. Folds / compresses into a built in pouch. Light, breathes so you don't get sticky like happens with rubberized storm gear.
