Who is 'they' ?
I pesume that you are talking about a shortage in the US ? Even if you were talking about Europe where on earth (literally) would they be growing enough wood (for pulping) and shipping it through the Suez ? If it was in Africa it would be coming up the west coast. If in South America nowhere near the Suez.
It is entries like this that are a classic case of 'fake news'.

It isn't that we don't buy TP for the country the the ship jamming the canal is from but maybe we do buy lots of it from another country that their ship is waiting to pass through the canal, but cannot because of this jam up. The suez canal has always been a easy chock point, and this ship blockage just proves the point.

There is a container shortage, and this won't help, which is what I have read is likely to be biggest effect on us. Does not matter if it's available if it can't be shipped.

According to my reading the real problem could be a shortage of instant coffee!! Lucky for me it is one of the very few things I don't eat or drink. Nescafe was mentioned in particular if you wish to stock up.

A store will stock maybe 20 jars, sell maybe an average of 15 in a week.
Average stock buffer, five jars.

"There's going to be a shortage..."
Five people go in and buy four.
The remaining ten people don't get any.
Some of those ten people will buy four or five next time they go in to the store because there is a "shortage".
The remaining people will have none, again.
And this is how panic buying creates shortages.

Funny how panic buying showed which soups people do NOT eat a lot.

I'll bet there are people STILL using the TP they bought last March.
