I haven't sold things, but my concern would be that EBay would then become even a bigger target for hackers, and virtually everybody seems to get hacked at some point. Seems a big risk to take unless you are a real business with separate bank accounts, etc. and selling a lot per year. For a few items, even the income tax aspects would be trouble than would be worth it. I mean, if you buy a camera for $1000, use it for five and sell it for $500, what's the profit?
On property like a home, there are rules on depreciation (must be done yearly), how much you can use it, losses (was camera ever repaired or insured), etc. and the profit is capitol gains. Unless you keep such records and report yearly, all the government will know is you made $500 from someone. In my state with cars, the sales tax is on the buyer, never heard of any owner paying state or federal tax on the car sale? If it's sales tax only, no one needs a SS# because why would the state care who sold what as long as they be their money. Sounds more like way to track people who do not report income on sales especially many dealing in cash only.

Then if I have stuff to sell I will "Manage" it to Craig's List and sell locally.
Ebay needs all of us, or at least a lot of us as customers/users, most of use can get by without Ebay if we really want to.

The statement that SSN is not to be used for ID purposes wnet the way of the unicorn way back around 1970 when the military began using it as the military ID. Originally, the statement, "Not to be used for identification purposes" was printed on Social Security cards. That is no longer included.

The SSN is being used to report your sales to the IRS, that is the only reason that eBay needs it.
