Some menu choices are not allowed to work on the "Background" layer as you have discovered. You have to create a duplicate copy. For example, many items in the Enhance menu will be greyed out.

Ahh, we were all looking for reasons beyond the background layer being a locked layer. The clue was you don't use layers, which is (for me) a major reason to use Photoshop.
As others have posted, using PS7 is really like spending all your time working on a Model T and then trying to race it against cars of today. A classic for it's day, but not going to produce the results vs. time spent in today's Photoshop world.

Just spitballing. If under Image/Mode you are in 'indexed color' you won't be able to edit. I think this is a trick people use to protect clip art on the web from being used without paying.
