Too many explanations and ideas from our Hogster pals. Use none of those safety measures. Just pass on the deal. It’s a scammer. Period.
Just one red flag is too many. Here’s one: if payment is by PayPal but then you hand deliver the goods then there’s no authenticated record of a delivery.
Cousins, coworkers, buyers not at their proper address ... all red flags. Just tell that “buyer” that your niece needs it for college ... and then goodbye.
There are no real protective maneuvers. Just dump him. Don’t screw around. And DO NOT deal in cash. Also do not meet face to face for ANY reason. You can only lose, just a question of how severely :-(

That’s the last place I’d keep a handgun (but I did sleep with my .45 under my pillow my last month in VietNam).
It’s always a judgement call when you buy or sell anything. I don’t do it in person often, but when I do, it’s after a phone call with the buyer/seller, in a public place (typically at the police station) in daylight, in cash, with my handgun available. I’ve actually done a number of very large cash transactions for electronic equipment with an unnamed DOD organization, and you can believe I was armed on my way to the bank with the money. Again, a matter of judgement.
