I used to walk down the driveway and meet the UPS guy, but not under these conditions.

UPS does this. I have watched the truck on the map going everywhere but coming to my home. You can follow them for a while and then after an hour or so the tracking stops and the package arrives hours later if at all.

I believe that it is illegal to use the mailbox by anyone not from the post office.
It is standard practice here. I work for UPS. It helps people claiming that the never received their package and whether it was delivered to the correct house.

I seem to have a delivery driver who follows the rules. Notifies the homeowner the package had been delivered. He also sends a photo to show where it was.
The other day he delivered, showed a photo. One box. I opened it and there was only half of my order. The picture showed only the one box. Following up with the vendor, they said there is no more activity on my order. Apparently they only had 6 of what I ordered, not 12. No notification. The Customer Service person ordered a refund of the other half. They are still out of the product.
