Russia’s safety record of handling nuclear energy and hiding their mistakes is abysmal (watch the docuseries Chernobyl or K19, the Widowmaker), and I see no reason to believe they’d be any more careful or honest concerning medicine.

The Russians will deliver the vaccine to it's people and it won't take long for the world to see the effects. I'm sure some other countries will adopt it before we do and we will see what happens there too. That shouldn't take long either. But we will NOT simply take their word for it until it's been vetted by other industrialized countries first. That's my opinion on this...

Apparently, very little testing has taken place. Vlad says he gave it to his daughter and she is ok.
If so safe, why didn’t he take it

I am no fan of Russia, but this could work out well for them. Presumably they have enough data to show that it is safe. Injecting into millions of Russians will fairly quickly reveal if it is safe and effective. If it is, then they are ahead of the curve. If it is safe and not effective there was no harm. If it is not safe, it will be a big black eye for them. But we may never know the negatives if they do develop. The government will certainly cover it up.

Unfortunately, no matter who comes up with an effective vaccine we won't know for 20 years if it's safe.
