Which camera is best for...
No OS? No problem.

(Note, the "i" versions are better cameras than the non-"i" versions.)
That camera/lens solution is fine, especially since it will be free. A tripod is nice, but not necessary and maybe not even useable on the move. I agree with the idea of a book, although if he has internet connection there are plenty of tutorials. More useful would be batteries, a charger and maybe even a solar recharging panel. Any digital camera is pretty much useless without batteries and if he's "in the field" for any period of time, be may need a spare or two (or three).
I have an 18/130 canon lens that I use almost as an everyday lens on my T2i and am very pleased with it.
I use to have one of those high powered lens/Canon's and found out I hardly used the super power . From what I seen of safari's ,getting close is really no problem.
Oh ya, that lens I have is a stablelized lens.
Just make sure you use a high enough speed setting.

I still have my T2i even though I eventually got an 80D. It still takes great pictures. It won't be bad at all!
Just for emphasis, Canon cameras (so far) do not have stabilization in body.

I still shoot like I've always been, I keep forgetting about stabilization (
wherever it may be).
It's an extra bennie.
If it's in the budget, get him a "nifty fifty" for those times that the telephoto is not appropriate. Should be about $100.
I’ve actually got one right now that I don’t use anymore, it was my main lens with my former camera. I have it for sale but maybe I’ll keep it for him :) thank you!
