What is the best alternative for Lightroom cloud??
Capture One or On1 ($$$), or DarkTable (free).

I wouldn't necessarily call any of Joe's recommendations alternatives, but more accurately very capable programs that all have their own strengths and weaknesses, just like Lightroom does.
I would recommend getting the trial versions of a couple of those and give them a go to see if you like them and the program accomplishes what you need it to do.
DarkTable is freeware and doesn't require a limited trial period, but all honesty, it is a fairly in-depth program. It is my personal choice, and after close to a year of using it, I am still learning something new every time I use it. There are fairly extensive Youtube tutorials that teach most of the necessary functionality of it, but it is a program, like Lightroom, that you will probably invest some time learning.
Another freeware recommendation is Rawtherapee. Again, give each one a try and see what fits best for you.

Like rmalarz and many others, I subscribe to Classic for ten bucks a month, but it resides locally on my computer, as do all of my images, including any edited exports I've made. If you stop your subscription, you just the ability to make further edits with LR or PS.
If you're looking for one and done purchase, I'd guess Capture One is the most popular alternatives, but it has an entirely different set of capabilities.

I wish to add a note that LR “Cloud” will keep local copies for your images, if you want, but it defeats the purpose. LR Cloud is designed to have the database stored in the “cloud” so the same images are accessible by multiple devices.
Lightrooms are both an organizer, a DAM system, and an editing and retouching program. That is 4 different things. LR “cloud” and LR Classic and the older depreciated LR perpetual license version, all contain those 4 things.
Capture One also offers a subscription service. So far they are continuing to offer the purchased version, but like all “owned” software, Capture One becomes obsolete in about 1-3 years and you have to re-buy it.
People who like to keep up with the latest softwares are better off with the subscription. Those who never want to change anything, they never change their computer OS or the applications programs, can save money with a one time purchase.

Some others have already commented on the term "Lightroom cloud" and the difference between the two alternatives. When selecting any software application to process your images the first step is to determine the outcome you desire. There are questions you need to answer to yourself, such as do you need a digital asset management system, do you want access to all types of options to process your prints, are you concerned with keeping current with your software. Every software application will have a learning curve and no one can say that one or the other is easier, except maybe that Photoshop is not, as we all have differing abilities when it comes to software. What I can say is that if you want a top-notch processing software application and the best ability available on the market today to manage your images it is hard to beat what Adobe Lightroom Classic provides. Just today I did a filter search for a Yosemite image, then I "drilled down" to search for anything with 5 stars on it, and then I drilled down again for only horizontal, or landscape orientation, images. This took about 15 seconds. So, it all depends on your goals with any software program. Luminar does appear to be one of the easier software applications so you might try that.

If you plan to use it for editing, there are a lot of alternatives.

I don’t think there is anything that compares to what you get with Lightroom. It’s really hard to compare to others because for $10 a month there is not a single program that give you all Lightroom does.
A partial list is:
Lightroom CLassicwhich is the version that resides in your computer
Lightroom CC which is the software that resides on your computer or mobile device for accessing Lightroom in the cloud.
Lightroom.com which is the browser based version that allows you to access Lightroom from any computer in the world
20 gigs of cloud storage
Adobe Portfolio which essentially is your own website or actually up to 5 different websites. With the ability to use your own URL if you want or your own domain name if you choose. All included in the price. This alone is worth more than $10 a month.
The other thing you get with lightroom is the available plugins. I don’t believe any other competitor has as many available plugins.
Plus you get Photoshop thrown in too. Not a lite version but the full version.
With all that said you didn’t really state why you are interested in an alternative and there are many valid reasons. The most often compared head to head would be Capture One. I would say Capture One is becoming an industry standard also. If you are just looking for a software that basicly does what Lightroom classic does that would be the closest
