Not all raw converters are created equal. I prefer is use one that is specific to the camera/brand.

Heck I haven't even plunged into Irfanview in any depth at all but I am blown away.
It was created by a Bosnian gentleman - Irfan Skiljan - in 1996, while he was a grad student (engineering, I believe). What's amazing is that he keeps it updated continuously, (I've been using it since ~2002) and, apparently, it's his hobby. As far as I know, he hasn't made - or asked for - a penny. He should be put into the photographers' hall of fame.

He has asked for donations to keep things going.

If you click the edit menu, on the dropdown you will see "Show Paint Dialog" That's where the spot removal tool and other paint tools are. I have been a long, long time user and it's probably the most downloaded application of all time. The only thing it doesn't have is history so you can't go back several actions and undo and it doesn't have layers or masks.

The Paint Dialog (also f12) has a clone item, but I don't see anything I would call spot removal.
Ctrl-z will undo one action, but no further back.
Help (f1) returns nothing on search for spot removal.

I too stumbled across it back when he was a student, liked it so much, also sent him, think a $20 as I was so impressed. It's a must install on every computer I have. Quite the legacy for him.

Do you know what more you get with the paid version? They list a $2.33 per month or purchase outright for 29.95 option. The free version is pretty good in itself.

IrfanView is freeware for personal (home) use. If used commercially, then it requires a purchased license.

Yes, they do have a commercial version for sell at a slightly higher price, but they also list a home version for 24.95 and another personal version for 29.95. I think the commercial version is 34.95. Look at their web site and you will see what I mean.
