There is also the possibility that these bags are made at the same factory and assembly line as the genuine Nomatics, but sold off-brand for much less.
Since you can pay with Paypal, you do have some protection if you use that method and there is a problem.

That would certainly Give a reason why it is so cheap. The company making it for the brand is selling it outright for much less. there could be customs and or tariff fees that are imposed at time of shipping. the shipping price was mentions at 9.99 which is fair for that distance. I have not heard back fro them but if they are in Hong Kong, then it could be the middle of the night there.

The best backpack that I have ever owned, and I've owned several is the F Stop Ajna bag with a medium slope ICU (internal camera unit). They are having a 30% of sale through 4/28/2020. Check them out.
This looks like one of many ads on the Internet from nefarious swindlers who ship shoddy merchandise with little or no recourse.
There isn't any indication in this ad who the "company" is, where they are, how to contact them other than just giving them your email address.
Run away. You can find real backpacks from real legit companies by the zillions very easily online.
Lowepro, PacSafe or Tenba for me. Seams, zippers and the backpack bottom are everything. I could never comfortably throw my expensive gear into a $39 bag or buy from anywhere but established sites like Amazon, B&H, Adorama, Ebags, etc., maybe eBay. The hassle of canceling a credit card due to a scam isn’t worth it. A nice bag with good organization can really help your photography IMHO, especially when hiking and traveling.
