Note that the 0.01 percentage includes people who take few or no precautions. We may presume the percentage becomes smaller for those people who do take precautions.
The 3.90 percentage includes mostly older people with underlying medical conditions whose immune system cannot tolerate the virus and its effects. This percentage goes way down for healthy, younger people.

At the same time, we have to consider the word of experts who tell us the Chinese virus is more deadly and infectious than the common flu. This opinion has led to the exceptional precautions to avoid coming down with this virus.
Meanwhile, the news media outlets practice their alarmism regarding the Chinese virus. This misconduct induces, fosters, and furthers the panic, fear, hoarding, and overreaction among the public.
All this said, let us hope the precautions to contain the Chinese virus have worked.
