Hi all the best time to shoot night pictures is at dusk. The reason for this is to have separation between subject an sky...........Gary

That depends on the subject. Cityscapes are best at dusk. About ten minutes before the sky goes black.
For Milky Way and star trails a pitch black sky is best and preferably at a new moon.

The Maine Botanical Gardens displays many of their plants with lights at Holiday time each December. I had the opportunity to make a few photos this past December. Here are a few; they were my first real attempt at nighttime photography. All were hand held; it was much too crowded (despite the low temperatures) to allow tripods to be used.
